HHR Budget Update! 

 

Elimination of Proposed 4% Medicaid Rate Cuts

 

The House and Senate conferees came to an agreement late on Saturday night on HHR after beginning very far apart.  The Senate had recommended spending an additional +$114 million to the Governors amended budget and the House had recommended reducing spending by -$37million, so they had a long way to go. 

 

For provider rates they eliminated 4% proposed cuts to physicians, dentists & other practitioner services, and hospital inpatient payments; nursing home payments were reinstated at the rate of 3%. 

 

Other Areas of Interest in the HHR Conference Report:

 

§Appropriates $30.0 million GF to the Behavioral Health and Developmental Services Trust Fund.

o   Purpose of the fund is to transition individuals from state training centers into the community.

o   Create a broad array of community-based services.

o   Address appropriate community housing.

o   Fund one-time transition costs.

§Funds 275 ID waivers to address community waiting list, 100 ID waivers for individuals transitioning from training centers (from Trust Fund), and 150 DD waivers.

§Restored podiatry services

§Allocated $2.0 million GF to expand crisis stabilization programs statewide

 

Children's Mental Health Services

§$7.5 million GF to restore local match rates for CSA therapeutic foster care services

§$5.0 million GF to restore funding to serve non-mandated children in CSA

§$3.1 million GF in Medicaid savings by initiating five pilot programs with Community Services Boards to manage the care of children in need of community mental health rehabilitation services

o   Pilot programs will be targeted to regions with high utilization of services
